EVIDENCE-BUILDING FOR SOCIAL PROTECTION PLUS

EPRI and its partners offer intensive five-day courses on a range of specialised topics including monitoring and evaluation, social protection policy, and financial inclusion. The  upcoming specialised modules outlined below can be taken either as standalone courses or as part of EPRI’s two-week course in Cape Town, South Africa or Chiang Mai, Thailand  Designing and Implementing Social Protection Systems Programmes.

Evidence-Building for “Social Protection Plus”

A five-day training seminar for policymakers, government officials and practitioners

The module provides participants with a comprehensive understanding of what “Social Protection Plus” is, the complex development impacts that “Social Protection Plus” programmes can enable and the key role of strengthened monitoring and evaluation systems in aiding more effective programming. Participants will benefit from an in-depth and practical understanding of how “Social Protection Plus” programmes can be designed and implemented so as to promote sustainable livelihoods and achieve complex developmental outcomes. The module will draw upon successful international case studies which will be applied within an evidence-building framework – identifying workable approaches for different country contexts and highlighting the role of a strong evidence base as a key policy tool.

This module will aim to answer six key questions:

1) What is “Social Protection Plus”?
2) Why are governments demanding more from their social protection systems?
3) How can social protection systems be more effectively integrated with social services, livelihoods, climate change initiatives and shock-resilience?
4) How can M&E systems better enable the more appropriate design and more effective implementation of “Social Protection Plus?
5) How can macro evidence-building approaches better support more comprehensive and integrated social protection systems that build synergies with social and economic sectors, better strengthening inclusive social development and equitable economic growth?
6) How can “Social Protection Plus” better achieve complex outcomes including improving nutrition, expanding youth development opportunities, and strengthening more sustainable and sustaining livelihoods?

Fees and Other Costs

Tuition Fees:  USD $2300 (Participants may choose to attend the full two-week course or opt for either the first-week core course or one of the specialized topic modules in the second week as a standalone course).

Other Costs: Comprehensive Accommodation and Facilities Fees – USD $1200 (6 nights accommodation, three meals per day and teas, airport transfers, use of included facilities and recreational activities and tours. The fees do not include international travel to and from Cape Town, South Africa.

For those participants who wish to arrange their own accommodation, you are required to pay the course facilities fee of USD 405 for the one week course. The facilities fee covers your conference package and associated elements

 Micro-simulation modelling for policy analysis

A five-day training seminar for policymakers, government officials and practitioners


Micro-simulation modelling is a valuable tool for planning and designing a range of social and economic policies. Successful participants gain an in-depth conceptual and practical understanding of how to use STATA and Excel-based models to analyse existing social protection policies and estimate the impacts of proposed initiatives. This course equips participants with tools to build a national model that simulates interventions at the individual and household level. A strong quantitative background and prior experience with Microsoft Excel is required.

Social Protection Policy

A five-day training seminar for policymakers, government officials and practitioners

 


This module exposes the participants to the policy-making process for social protection. Drawing on case studies and policy-making theory, participants will discuss the different components of policy documents, taking into consideration the political economy, policy-relevant evidence, and other contextual issues. The module equips participants with a framework for developing and analyzing social protection policies and lets them view such policies from an international perspective.

Social Protection Payments and Financial Inclusion

Designing and implementing the right payment strategy for social transfers has a material effect on their outcome and impact. Payment arrangements can be expensive, and they affect recipient experiences in significant ways. Further, payment arrangements can be designed to go further than simply delivering cash: they can also be used to bring recipients into the world of formal financial services, enabling people to save in a safe place. Such financially inclusive payment arrangements can enhance the developmental impact of social transfers.At this two-day training seminar, offered by Bankable Frontier Associates and CGAP, participants came to understand the range of payment options now available, learned about leading practices, gained insights on how to get more effectiveness and efficiency out of payment mechanisms, and learned how to design efficient and financially inclusive payment arrangements for social transfer programmes through presentations, question-and-answer sessions, role plays and practical case studies.

Writing policy-related briefings

Many writers in the policy environment face the same recurring challenge: how to write clear, concise policy briefs appropriate to the target audience. The Economic Policy Research Institute (EPRI), in collaboration with the Overseas Development Institute (ODI), offered this one-week course to help participants develop their own ideas and materials into clear, concise policy briefs. Emphasis was placed on the understanding of policy processes, writing style, and how materials should be shaped in order to catch the attention of the target audience.

Social Protection Plus: Integrating Financial Inclusion, Livelihoods and other Developmental Sectors

This module provides participants with an in-depth and practical understanding of how new and existing social transfer programmes can be designed and implemented so as to promote livelihoods, increase financial inclusion, and achieve developmental outcomes. The module will detail successful international case studies and this will be applied within an evidence building framework to identify workable approaches for different country contexts.

Monitoring and Evaluating Social Protection Systems

This course offers its participants and in-depth practical understanding of how monitoring and impact assessment can be used to evaluate programme success. Participants will consider alternative monitoring and evaluation designs including quantitative, qualitative and integrated approaches. They will study evidence-building pilots as tools for policy innovation, how evidence from monitoring and evaluation exercises can be communicated to key decision makers to build support for programmes, and the use of technology to improve M&E outcomes.
